VITO SketchArtist is a drawing application based on the character description method used by the police and security services. SketchArtist has a meccano-like interface, there are over 1000 facial features which are taken from the police database utilized in real-life crime detection.

It does not need any special training to sketch, just choose and apply facial features with stylus, stretch or shrink elements, then save.
