Gliffy is a free diagramming tool that works entirely in your browser. Gliffy is an web based Visio killer application can draw a lot types of diagram like FlowChart, Devolopment process, Web Layout, Floorplan, Class diagram, network diagram and etc.
You can sign Gliffy account freely and start drawing and asswmble your diagram online. meanwhile, your drawings can be shared with others via your blog or website, collaborated on by a group, and placed into documents when complete.
The diagram usage is very similar like visio and take me more than 10 minutes to finish one diagram. But the limitation is Gliffy is a web based application and very relay on the internet speed.

While it is impressive to have basic drawing capabilities on a website, gliffy is hardly a Visio killer. There really is no comparison.
